Energy for Sustainable Transport - Invitation to participate in UN Competition
At a meeting in New York, Mr Juwang ZHU, Director Division for Sustainable Development, and Mr Kurt Bodewig, Board Chairman of the BSF, had a very fruitful and lively exchange about possibilities of cooperative work. Joint activities for the implementation of the UN Sustainable Development Goals, SDGs, were main subject.
Mr ZHU recognizes the BSF with its UN NGO work as a convincing partner. Therefore our BSF network was chosen to promote the UN-DESA Grant on Energy for Sustainable Development. The award of one million US dollars for the winner is for Energy for Sustainable Transport, mainly for scientific and technological innovations.
Due to the sustainable UN NGO work of the BSF Team, the best-practice-exchange in various sectors led to the request to support the Grant:
Apply for UN-DESA Grant on Energy for Sustainable Development by 15 August
Applications for the 2016 UN-DESA Grant on Energy for Sustainable Development are being accepted until 15 August 2016. The thematic focus for the 2016 Grant, which carries an award of one million US dollars for the winner, is Energy for Sustainable Transport. Applications are open to individuals, institutions or partnerships based on past and current achievements.
The Grant seeks to advance sustainable development by encouraging scientific and technological innovations and fostering leadership initiatives and innovative actions that improve energy for sustainable transport, while addressing economic, social and environmental sustainability. Successful recipients should be able to demonstrate leadership and innovation in energy for sustainable transport, as well as willingness and ability to implement knowledge transfer through capacity building activities aimed at replicating and scaling up successful experiences and lessons learned.

Durch die EU-Ostseestrategie sollen die rund 100 Millionen Menschen, die im Ostseeraum leben, näher zusammenrücken und ihre politischen und wirtschaftlichen Ziele miteinander abstimmen.
Gemeinsam mit Jan Lundin (Generalsekretär des Ostseerates), Kurt Bodewig (Vorsitzender Baltic Sea Forum), Gabriele Kötschau (Handelskammer Hamburg in St. Petersburg) sowie Vertreterinnen von Wirtschafts- und Interessenverbänden wollen wir wichtigen Fragen der Ostseepolitik nachgehen. Denn die Ansprüche an die Ostseepolitik sind vielfältig: Transport, Tourismus, Fischerei, Wirtschaft und Umweltschutz sind nur einige Aspekte die es dabei zu berücksichtigen gilt. Wie kann die Balance zwischen diesen Ansprüchen gelingen? Wie wichtig ist zur Umsetzung der Ostseestrategie die Einbindung der russischen Föderation?

Abendforum zu den Zielen der EU-Präsidentschaft der Republik Litauen

Das Baltic Sea Forum lädt seine Mitglieder und Partner zum BSF-Abendforum am Dienstag, den 10.September um 17.30 Uhr im Hafenclub Hamburg, St.-Pauli-Landungsbrücken 3 ein.
Die Republik Litauen hat zum 1. Juli 2013 den Vorsitz im Ministerrat der Europäischen Union übernommen; das erste Mal, dass Litauen diese Ehre und Verantwortung wahrnimmt. Hierbei stehen so wichtige Themen wie die Wachstumsentwicklung und die Schaffung von Arbeitsplätzen in Europa, die europäische Energiepolitik und Energiesicherheit sowie nicht zuletzt die Weiterentwicklung der östlichen Partnerschaft im Mittelpunkt litauischer Bemühungen.
Es ist uns eine große Ehre, dass S.E. Botschafter Deividas Matulionis die Ziele im Rahmen der litauischen Ratspräsidentschaft an dem Abend darstellen wird. Gerade der Hafenstandort Hamburg und die norddeutschen Bundesländer Hamburg, Mecklenburg-Vorpommern und Schleswig-Holstein sind in ihrer Entwicklung auch abhängig von Wirtschaftskooperation und logistischen Verbindung zur Realisierung der genannten Ziele. Deshalb ist das BSF-Abendforum am 10. September eingebettet in eine Veranstaltung zu den Wirtschaftsbeziehungen zwischen Deutschland und Litauen.

Litauen vor der EU-Ratspräsidentschaft

Mit verstärktem Interesse blickt Europa derzeit nach Nordosteuropa. Dort ist es den drei Baltischen Ländern Litauen, Lettland und Estland nach schweren wirtschaftlichen und sozialen Verwerfungen in den Jahren 2008 bis 2011 gelungen, sich bis heute zu stabilisieren und wieder gute Wirtschaftsdaten vorzulegen.
Angesichts der bevorstehenden (ersten) litauischen EU-Ratspräsidentschaft in der zweiten Jahreshälfte 2013 laden wir Sie herzlich ein, einen eingehenderen Blick in die Region zu nehmen und mit dem ehemaligen Außenminister der Republik Litauen und gegenwärtigem stellvertretenden Vorsitzenden des Auswärtigen Ausschusses des Seimas, Herrn Audronius A¸ubalis, sowie dem Vorsitzenden des Baltic Sea Forums, Bundesminister a.D. Kurt Bodewig (Chairmain of the Board, Baltic Sea Forum): We want to see, that the young people's around the Baltic Sea have their own identity with this special region. It is going to be to the aspects of this issue, how the Baltic Sea Region growing together. With the HELCOM YOUTH FORUM we want to impart the view of young people's around the Baltic countries, that we have a responsibility as an residents for this wonderful region with the sea and the long coast. We welcome students of today with high commitment for a clean Baltic Sea, who are Creator of tomorrow of Baltic Sea Region.

What is the HELCOM Youth Forum about ?

With the Youth Forum series, HELCOM is raising youth's attention by actively involving students into HELCOM-processes. Postgraduate students have the opportunity to meet scientists, decision-makers and other students from the Baltic Sea Region. The exchange of ideas towards the future development of the region is based on HELCOM relevant topics such as environmental protection or sustainable use of resources. By attending different plenary sessions and workshops, the students have the opportunity to draft a resolution based on their vision of Baltic Sea Region, which will be presented to HELCOM.

On the one hand the students are going to get informations focussed on environmental issues of the Baltic Sea region by experts of our network, and on the other hand they are going to compile common goals for the region in teamwork within the context of their further scientific future. The previously by Baltic Sea Forum conducted HELCOM Youth Fora were always realized with great enthusiasm, commitment and exterior impact. In support of the work of the Helsinki-Commission (HELCOM), they aimed at making young students of all Baltic rim familiar with problems of the marine environment of the Baltic Sea area and developing basic approaches for its protection.

Schifffahrt, Häfen, Hinterland - Strategien & Märkte im Herbst 2012
Maritime Conference 2012 des Instituts für Seeverkehrswirtschaft und Logistik

Am 25. und 26. September setzte das Institut für Seeverkehrswirtschaft und Logistik (ISL) mit dem Thema Schifffahrt, Häfen, Hinterland - Strategien & Märkte im Herbst 2012 seine Veranstaltungsreihe ISL Maritime Conference fort. Referenten aus Wirtschaft, Wissenschaft und Politik analysierten im Bremer Swissôtel in vier Sessions die aktuelle Situation auf den Schifffahrtsmärkten und diskutierten mit rund 150 Teilnehmern über Perspektiven, Strategien und Trends der wichtigsten maritimen Branchen.

Auch wenn sich im Jahr 2010/11 zwischenzeitlich eine gewisse Erholung auf den Schifffahrtsmärkten zeigte, sind die Auswirkungen der Finanz- und Wirtschaftskrise auf die deutsche und internationale maritime Wirtschaft weiter deutlich zu spüren. In vielen Bereichen gab es Strukturveränderungen. Die Schifffahrt befindet sich in einem zweiten Wellental, der Schiffbau musste sich in weiten Teilen komplett andere Aufgabenfelder suchen, die Häfen bemühen sich um eine Rückgewinnung der Marktanteile, die in der Krise verloren gingen, und immer mehr Akteure ziehen sich mehr oder weniger öffentlichkeitswirksam aus der Schiffsfinanzierung zurück. Zwar gibt es hier und da auch Anzeichen, dass die maritime Wirtschaft wieder Fahrt aufnimmt, aber insgesamt gilt es noch, eine Reihe von Herausforderungen sowie strategischer Anpassungen zu meistern.

Vor diesem Hintergrund eröffneten Prof. Dr. Hans-Dietrich Haasis, Vorsitzender des Direktoriums des ISL und Senator Martin Günthner, Senator für Wirtschaft, Arbeit und Häfen der Freien Hansestadt Bremen, die beiden Veranstaltungstage der Maritime Conference 2012, um gemeinsam mit fachkundigen Experten wichtige Themen und Tendenzen der maritimen Wirtschaft zu diskutieren. Im Anschluss an eine einleitende Podiumsdiskussion zu den strategischen Herausforderungen und möglichen Lösungsansätzen für die maritime Wirtschaft in Deutschland unter Moderation von Kurt Bodewig, Maritimer Botschafter der Europäischen Union und Vorstandsvorsitzender des Baltic Sea Forums, waren die Schwerpunkte der vier Sessions die Situation der Schifffahrtsmärkte, Perspektiven und Strategien für Schifffahrt und Schiffsfinanzierung, Visionen und Strategien für neue Märkte und regionale Cluster sowie grüne und sichere Transportketten.

Ein Highlight der ISL Maritime Conference 2012 war das Dinner am Ende des ersten Veranstaltungstages, zu dem das ISL die Teilnehmer eingeladen hatte. Besonderer Anlass des Abends war dabei eine Preisverleihung der bundesweiten Standortinitiative Deutschland - Land der Ideen. Hier wurde das ISL für seine Forschungstätigkeit im Bereich der Sicherheit und Transparenz für maritime Transportketten als Ausgewählter Ort 2012 im bundesweiten Wettbewerb 365 Orten im Land der Ideen ausgezeichnet. Aufgrund der globalen Bedrohung durch Terrorismus und organisierte Kriminalität sowie des Wachstums der weltweiten Warenströme ist der Bedarf an Sicherheitslösungen für maritime Transportketten stark gestiegen. Um die Sicherheit von Warentransporten zu garantieren und dennoch eine reibungslose Lieferkette zu gewährleisten, untersucht das ISL, wie Transporte sicherer, transparenter und planbarer gestaltet werden können. Die Ideen und Lösungen werden nicht nur wissenschaftlich erarbeitet, sondern auch in enger Zusammenarbeit mit Industrie und Behörden umgesetzt und weiterentwickelt. Der Wettbewerb 365 Orte im Land der Ideen wird seit 2006 von der Standortinitiative Deutschland - Land der Ideen gemeinsam mit der Deutschen Bank realisiert. Volker Tecklenburg, Leiter Öffentlicher Sektor und Institutionen der Deutschen Bank Region Bremen / Weser-Ems, überreichte Prof. Dr. Frank Arendt, Direktor des ISL, die Auszeichnung und betonte, dass das Bremer Institut mit seinen Studien zur Sicherung des Schifffahrtverkehrs ein Aushängeschild für den Forschungsstandort Deutschland ist. Mit wissenschaftlichem Know-how, Kreativität und Leistungen würden wirtschaftsnahe Lösungen entwickelt, was die Arbeit des ISL auszeichne.

Die Zahl von rund 150 Konferenzteilnehmern aus Wirtschaft, Politik und Forschung zeigte das große Interesse der Branche an der analytischen Betrachtung der aktuellen Situation der Schifffahrts- und Logistikmärkte sowie den Bedarf zur Diskussion über die möglichen künftigen Entwicklungen in der maritimen Wirtschaft. Die nächste ISL Maritime Conference ist für den Herbst 2014 geplant.

4. Baltic Conference on E-Health

The European states and regions are facing substantial and similar challenges regarding their healthcare systems. Due to limited budgets and increasing demand for high-quality healthcare services, new cost-efficient, reliable and interconnected systems need to be developed. In this context, cross-border healthcare is a subject-matter of significant importance. This year's conference features the topics of quality management, process optimization and interconnectivity/interoperability. The attendees will have the opportunity to exchange views and experiences among all those involved in health management. Another important ambition of the organizers is to encourage networking and co-operation. The primary aim of the conference is to provide a cross sector forum for representatives from hospitals, governments, health insurance organizations and service providers of all Baltic Sea region countries.

Baltic Sea Forum supports United Nations in fight against poverty

On the 52nd session of the UN Commission for Social Development in New York the Chairman of Baltic Sea Forum BSF, Federal Minister (ret'd) Kurt Bodewig, presents the Baltic Sea project Amber Coast Logistic ACL on Tuesday, February 18. The ACL project started three years ago and focusing not only on the Baltic Sea region aimes at all types of sustainable transport and its importance for higher living standards and increasing economic strength. The project will help to eliminate the considerable differences in the social situation between the countries of the Baltic region. This gap became evident after the accession of the Baltic States and Poland to the EU in 2004, action was needed and so with the support of the BSF, the Baltic Sea Region Action Programme of the EU shaped, said the BSF Chairman Bodewig in New York.

The special role of the Baltic Sea project 'Amber' Coast Logistic ACL is in involving neighbouring non-EU countries: Belarus, the Ukraine and Kazakhstan. So, step by step the trio of Baltic States gains access to its natural hinterland. Ahead of improvement and expansion of the transport infrastructure, ecological requirements may have high priority, Bodewig notes. A modern, i e sustainable international cooperation implements the priorities providing its benefits to all partners involved. With regard to the United Nations Forum, the ACL project will in a certain sense be useful as a Model for other regions of the world with similar divergent structures.

To a selected group of participants within the framework of the UN Commission, project managers present the core areas of the ACL project. So do representatives of Port of Hamburg Marketing HHM as a project holder, the ambassadors of the permanent missions at the UN from Germany and Lithuania and other specialists aside Bodewig. The ACL project manager at HHM, Marina Rimpo, underlines the characteristics, that the construction of roads and rails is not ACL's mission, but a continuous expert forum, to exchange experiences and find ways of best practice.

The Baltic Sea Forum (BSF) has launched in cooperation with the EU project InnoShip and the Institute of Shipping Economics and Logistics (ISL) the Baltic Sea Clean Maritime (BSCM) Award. The BSCM Award has been created to support innovative and environmental friendly approaches and ideas in the Baltic Sea and to provide a platform for transparency, knowledge exchange and implementation measures.

Accordingly, the award aims to promote approaches and ideas that meet the following criteria:

  • reduce and prevent emissions caused by shipping and port operations in the Baltic Sea Region,
  • reconcile the different interests and needs within the Baltic maritime sector in order to foster a more environmental-friendly maritime sector,
  • coordinate efforts to make the Baltic Sea a model area for clean and competitive shipping in Europe,
  • contributing to a coherent maritime spatial planning covering the different activities in the maritime sector.

[ BSR InnoShip - Baltic Sea co-operation for reducing ship and port emissions through knowledge- & innovation-based competitiveness ]BSR InnoShip

BSR InnoShip addresses the common challenge of the Baltic Sea countries and the key maritime stakeholders to cooperate in minimizing ship-based air pollution, while aiming at optimizing competitiveness of the maritime industry. The project promotes new and innovative transnational approaches to mitigate the different needs and interests of the maritime sector and to ensure a level playing field for more sustainable and economically viable management of the Baltic Sea resources. The project provides needed knowledge and best practices for policy and decision makers in the development and joint implementation of national and transnational policies, strategies and concrete measures to implement the international low emission requirements. Practical models and tools are elaborated to estimate economic implications of the required emission reductions and encouraging voluntary measures and economic incentives for low emission solutions in local, national and the Baltic Sea level.

The project partnership consists of 19 partners and 24 associated partners representing Pan Baltic, national and local organizations in all the countries in the Baltic Sea region including Russia. In order to ensure achievement of the project goals the partners will collaborate with the key Baltic maritime stakeholders including HELCOM and national maritime authorities in elaborating recommendations for joint actions to reduce and prevent atmospheric emissions of the shipping and ensure competitiveness of the Baltic maritime industry.

CLEANSHIP and the HELCOM Baltic Sea Action Plan

The goals of the project are best described by the Helsinki Commission or Baltic Marine Environment Protection Commission (HELCOM) LETTER OF SUPPORT:
HELCOM would herewith like to express support for the project application Clean Baltic Sea Shipping, proposed to be funded under the 3rd Call to the Baltic Sea Region Programme 2007-2013. The overall goals of the Clean Baltic Sea Shipping project are to reduce ship borne air pollution in the Baltic Sea in general and in ports and port cities of the Baltic Sea Region in particular. The project will result in solutions which will be possible to apply directly in order to obtain less polluting shipping in the vulnerable, and today so exposed, Baltic Sea.
The HELCOM Baltic Sea Action Plan (HELCOM BSAP) requires the Baltic Sea countries to take actions to reduce emissions from ships and ensure adequate port reception facilities for sewage. HELCOM countries have already proposed to the International Maritime Organization the designation of the Baltic Sea as a control area under Annex IV to MARPOL 73/78 to ban discharges of untreated sewage from passenger ships.
For the proposal to take effect, adequate reception facilities for sewage have to be available in the Baltic Sea. The Clean Baltic Sea Shipping project constitutes an opportunity to facilitate the implementation by the nine HELCOM Baltic Coastal States and the European Community of the obligations undertaken in the HELCOM Baltic Sea Action Plan. HELCOM would, therefore, be willing to offer its cooper-ation structure, making use of HELCOM meetings, conferences, etc., as a means to consider and discuss the project products, processes and outcomes, and in this way also test and integrate it with work carried out under HELCOM.
This would also give a possibility for considering HELCOM's position by the end of the Project to display and host project outcomes, and thus ensuring the sustainability of the Project.
